About The Author

Gary W. Cordner

Gary W. Cordner

Dr. Gary Cordner, an expert in police administration, community policing, and problem-oriented policing, is a Professor Emeritus at Kutztown University and Eastern Kentucky University.

He holds a Ph.D. and M.A. in criminal justice from Michigan State University, as well as a B.S. in the same field from Northeastern University.

Cordner taught at the University of Baltimore, Washington State University, and Eastern Kentucky University, where he was Dean of the College of Justice and Safety. He was a member of the Kentucky Law Enforcement Council, the Kentucky Criminal Justice Council, and the Civil Service Commission of Lexington/Fayette County. He was a police chief in Maryland and a past president of the Academy of Criminal Justice Sciences, as well as an editor of the American Journal of Police and Police Quarterly (ACJS). ACJS, the Southern Criminal Justice Association, and Northeastern University have all given him awards.

Cordner has authored and co-authored the books Police Administration and Police & Society, as well as several papers and chapters on policing.

Cordner’s Police Administration, 9th Edition, (PDF) examines police administration from multiple perspectives: a systems perspective (stressing the interrelatedness among units and organizations); a traditional, structural perspective (management functions, administrative principles, and the importance of written guidelines); a human behavioral viewpoint (the human element in organizations); and a strategic management perspective (communications and information systems, strategies and tactics, performance evaluation, and prevalent and promising approaches to increasing effectiveness of police agencies).

The inclusion of management functions and organizational principles is streamlined while presenting a stronger emphasis on diversity principles and on evolving police agencies as learning organizations. A concluding chapter includes contemporary issues, including community engagement, globalization, collaboration, racial profiling, cybercrime, mass media, terrorism, and homeland security. Case studies based on real-life events invite students to practice handling the conflicting circumstances, and Modern policing blog posts provide news and developments in the policing world.

Police Administration 9e has become essential for policing academics. Dr. Cordner remains a preeminent specialist in the field of policing and provides a wide degree of expertise as attested by his bio. The current update to Police Administration is a necessity that has developed out of a series of challenges that traditional law enforcement faces in 2016 and beyond. The emphasis of the text provides different perspectives for leading police organizations, through developments in homeland security, community, and problem-oriented policing.
