About The Author

David Johnson

Dr. David Johnson is a Political Science Professor at Cape Breton University (Canada) who enjoys teaching about Canadian government, politics, and public administration.

His research interests range from Canadian public administration and public policy to human rights policy, as well as public sector management and human resource policy and the promotion of Indigenous cultural tourism. He has also broadened his research interests in the Commonwealth to include public sector management and leadership development.

Thinking Government, 5th Canadian Edition (PDF) examines the key roles and duties of the Canadian federal government and its public service and the policy and program debates around these roles and duties. The updated fifth edition of this textbook provides students with a core awareness of significant issues shaping federal policies and programs – socio-economic policy options, French-English relations, regionalism and regional policy, Canadian-American relations, immigration, environmental policy, and Indigenous relations. Thinking Government: Public Administration and Politics in Canada 5E closely examines how prime and cabinet ministers interact and discusses issues in federal, financial, and human resources management, ethics and accountability, and leadership. The new edition is revised and updated throughout and addresses the 2021 federal election and the resulting Trudeau minority government as well as the federal response to the COVID-19 pandemic.

Thinking Government, Fifth Edition helps its readers to be smart citizens and knowledgeable critics of what governments do well, what they could be doing better, and why they, at times, fail to deliver effective policies and programs.

Reviews

Spurred at the outset by examples of contemporary governance challenges and leavened throughout by new cases of policy, management, and ethical issues for discussion, the latest edition of Thinking Government provides a wonderful, accessible introduction to the context and many critical domains of public administration in Canada.” — Evert Lindquist, Professor of Public Administration, University of Victoria

Thinking Government 5E delivers on its opening promise to prepare Canadian citizens to be informed and critical about whether their government is acting responsibly and responsively. From the opening pages to the end, this fair and insightful analysis clears away the smoke and mirrors that cloud perceptions of how Canadian government functions, manages and acts to reveal how our state should work to serve citizens best.” — Kathy L. Brock, Professor and Senior Fellow, Queen’s University
